OF FIXED BASED ADVANCED METERING INFRASTRUCTURE CONTRACT NUMBER 25-3 Separate and sealed proposals
will be received by the Bradford City Water Authority at the Authority office
located at 28 Kennedy Street, Bradford, PA 16701, until 1:30 p.m., prevailing
time, on Monday, April 21, 2025, and opened and read immediately thereafter
for the following project: Bidding
Documents will be made available, via email, and at no charge by contacting
Bankson Engineers, Inc., at csimoni@banksonengineers.com. Printed copies of Contract Plans and
Documents may be obtained at the office of Bankson Engineers, Inc., 267 Blue
Run Road, Suite 200, Cheswick, PA 15024, (412-767-5100) for a nonrefundable
fee of $75.00 per set. Addenda, if
any, will be issued to only those persons whose name and address are on
record at Bankson Engineers, Inc. as having obtained the Bidding Documents. Bids will be accepted only from Bidders who
have obtained official sets of Bidding Documents from Bankson Engineers, Inc.
and who are on Bankson Engineers, Inc.’s list of planholders. The Bid Proposal must be a paper copy, with an original
signature, submitted in an envelope along with the original bid security, all
as described in Section B – Information for Bidders. Each proposal shall be accompanied by a certified
check, cashier’s check or bidder’s bond in favor of the Bradford City Water
Authority in the amount of not less than ten percent (10%) of the amount of
the proposal. This contract is subject to the provisions of the Davis-Bacon
and Related Acts. All laborers and
mechanics employed by contractors and subcontractors providing services on
this project shall be paid wages at rates not less than those prevailing on
projects of a character similar in the locality as determined by the United
States Secretary of Labor in accordance with Title 40, Chapter 31, Subchapter
IV of the United States Code. This project will be funded by grants and loans
administered by the EPA and the Pennsylvania Infrastructure Investment Authority
and will be subject to the Build America Buy America (BABA) Pennsylvania
Steel Products Procurement Act and the American Iron and Steel requirements. This project requires all contractors to demonstrate
compliance with federal Executive Orders 11625, 12138 and 12432 and EPA
Regulations at 40 CFR Part 30, et al., through the detailed documentation of
solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six
Good Faith Efforts to identify and solicit DBE firms that are potential
sources for any procurement action in the areas of project construction,
equipment, services and supplies by including state qualified small
businesses and minority and women-owned business enterprises in the bidding
process. No bid may be
withdrawn for a period of one hundred twenty (120) days after the scheduled
closing time for the receipt of bids.
The Authority reserves the right to reject any and all bids and to
